Bihar Kanya Utthan Yojana 2026 is not one scheme with one form. It is a set of benefits paid by three different departments, each with its own way in, and the web address most pages still print for it has stopped existing altogether. Below: what the 2018 notification actually says, where applications go now, and why an approved payment can still never reach the bank account.
Last date and 2026 application status
The scheme has no single annual deadline, which is why a search for one returns conflicting answers. Each component runs on its own timetable, and the graduate component runs in cohorts, meaning the window that matters depends on the year a student passed rather than the year she is applying in. A parent claiming for a newborn and a graduate claiming her incentive are dealing with two different offices and two different calendars, and neither of them is waiting on a common annual date.
| Kanya Utthan last date | Position as on 28.08.2026 |
|---|---|
| Last date to apply | There is no common last date for the scheme. |
| Online apply | Only the education components are applied for online. |
| Graduation apply date | Apply on the portal built for your passing year. |
| Form date 2026 | A single quoted deadline is usually one closed cohort window. |
| Checking portal | The graduate portal notice board shows the open cohort. |
Note: Child benefits are claimed as each milestone is reached, and the graduate incentive opens in cohort windows announced on the portal. Birth and immunisation benefits are not online claims. The portal address is in Important Links.

Official website
The address edudbt.bih.nic.in is printed as the application site across scholarship listings, and it was on an earlier version of this page too. It no longer resolves. Not a slow server or a missing page, the hostname itself is gone.
| Kanya Utthan portal | Checked on 28.08.2026 |
|---|---|
| Official website | The Education Department points to the e-Kalyan portal on medhasoft.bih.nic.in. |
| Old portal login | The old address returns NXDOMAIN, the hostname is withdrawn. |
| e-Kalyan portal | It is the public name of the DBT portal for the graduate incentive. |
| New portal address | The MKUY graduate application sits under medhasoft.bih.nic.in. |
| Old link failure | Aggregators never re-tested the old address, so it gives a browser error. |
Note: The NXDOMAIN result came from two independent DNS resolvers, so this is not a temporary outage or a 404. A withdrawn hostname gives a browser error rather than a redirect.
Eligibility criteria
The founding notification, number 3/Yo-29/2018-2434 dated 25 April 2018, carries conditions that summaries routinely drop, including the cap that decides whether a third daughter gets anything at all.
| Kanya Utthan eligibility | 2018 notification |
|---|---|
| Eligible daughters | Daughters of Bihar families, with no caste or income limit. |
| Second girl | A maximum of two girls per family can benefit. |
| New born baby | The girl must be born on or after 25 April 2018. |
| Birth registration | The birth must be formally registered. |
| Graduation eligibility | It is set for each cohort by the degree passing date. |
Note: The Anganwadi sevika certifies the two-girl limit on the form. Births before the notification date do not qualify for the child benefit. Promoting birth registration is one of the scheme’s written objectives.
Documents required
The list differs by component. These are the papers the notification attaches to the child benefit claim.
| Kanya Utthan documents | What is required |
|---|---|
| Residence proof | A copy of the Bihar residential certificate. |
| Birth certificate | A copy of the girl’s birth registration certificate. |
| Identity card | A copy of the parent’s or guardian’s identity document. |
| Two-daughter declaration | The form column certified by the Anganwadi sevika. |
| Bank account and Aadhaar | An account that can receive DBT, seeded with Aadhaar. |
Installment amount
Summaries usually present a single running total collected from one office. The notification does not describe it that way. It splits the benefit across three departments, and only one of them takes an online application.
The split is not administrative untidiness. The notification lists the aims it was written to serve: stop female foeticide, encourage the birth of daughters and the registration of those births, improve the sex ratio, get girls fully immunised by age two, bring down female infant mortality, keep girls in education, curb child marriage and lower the fertility rate. Each payment is tied to the milestone that proves one of those things happened, so the money comes from whichever department owns that milestone. Seen that way the stages are not instalments of one grant at all. They are separate payments, with separate conditions and separate offices behind them.
| Kanya Utthan installment amount | Notification |
|---|---|
| New born baby amount | Rs 2,000 to the mother, father or guardian’s account. |
| Second installment | Rs 1,000 after one year, once Aadhaar registration is done. |
| Vaccination amount | Rs 2,000 at two years after full immunisation. |
| Offline application | Apply at the Anganwadi centre on a free printed form. |
| Graduation amount | It is set for each cohort and shown on the graduate portal. |
Note: The birth payment comes under the Social Welfare Department and the immunisation payment through the Health Department by DBT. The Child Development Project Officer sanctions the offline claim and the District Child Protection Unit releases the money. We do not reprint a graduation figure, for the reason in the next table.
Graduation amount
Every competing page states a graduate amount with confidence. We checked on 28.08.2026 and could not verify one against an official document, so we would rather say that than copy a number across.
| Kanya Utthan graduation amount | What we found |
|---|---|
| Notification amount | The 2018 notification sets only the child benefit amounts. |
| 50000 amount claim | Our old page said Rs 25,000 for graduation and Rs 50,000 in total. |
| Current listings | Most now quote a higher figure without citing an order. |
| Correct amount | No confident figure is better than a wrong one. |
| Amount details | The advertisement on the graduate portal for the open cohort. |
Note: The graduate incentive is fixed separately by the Education Department. Neither the old Rs 25,000 nor the Rs 50,000 figure traced to a document we could open. A stale amount sends people to claim on a wrong basis.
Payment status check and money not received
The most common complaint is an application marked approved while nothing arrives. The portal itself names the cause, and it rests on a distinction most applicants have never had explained to them.
| Kanya Utthan payment status | What the portal states |
|---|---|
| Aadhaar seeding | Linked and seeded for DBT are different, unseeded accounts are not paid. |
| Payment not received | Seed the account for DBT at the bank branch. |
| Payment status check | Payment done and application status lists need no login. |
| College not listed | Ask your university registrar to add it. |
| Registration | Register first, with Aadhaar number and name matching exactly. |
Helpline number
Most numbers circulating for this scheme are old departmental switchboards. These are the routes the portal and the notification actually name.
| Kanya Utthan helpline | Route to use |
|---|---|
| Helpline email | Use the DBT Bihar help address on the graduate portal. |
| Form problem | Use the portal help link, which goes to the NIC team. |
| Child benefit complaint | Take it to the Child Development Project Officer. |
| Payment complaint | The District Child Protection Unit handles child payments. |
| Bank account problem | Only the bank branch can seed an account for DBT. |
Frequently Asked Questions
What is the last date for Bihar Kanya Utthan Yojana 2026?
There is no single annual deadline. Child benefits are claimed as each milestone is reached, and the graduate incentive opens in cohort windows announced on the e-Kalyan portal.
Why does edudbt.bih.nic.in not open?
The hostname has been withdrawn and returns NXDOMAIN on independent DNS resolvers, checked 28.08.2026. The Education Department now routes the graduate scheme to the e-Kalyan portal on medhasoft.bih.nic.in.
Can a third daughter get the benefit?
No. The 2018 notification caps the girl child benefit at two daughters per family, and the Anganwadi sevika certifies this on the application form.
Where do I apply for the birth and one-year payments?
Not online. The form is given free at the Anganwadi centre, the Child Development Project Officer sanctions it, and the District Child Protection Unit transfers the money.
My application is approved but no money has come. Why?
Most often the bank account is not Aadhaar seeded for DBT. Seeding is different from simply linking Aadhaar, and the portal states unseeded accounts will not be paid. Fix it at the bank branch.
How much is the graduation incentive?
We could not verify a current figure against an official document on 28.08.2026, so we have not printed one. Check the advertisement copy on the e-Kalyan graduate portal for the open cohort.
