| Round 2 step | All India Quota, deemed and central universities | State counselling |

How the rounds, upgrades and deposit work
The 2026 bulletin changes how upgrades between rounds work compared with the scheme used until 2025. Of all these rules, the ones about the security deposit are the ones that cost money if you misread them.
| Rule | What the 2026 bulletin says |
|---|---|
| Number of rounds | Four All India Quota rounds: Round 1, Round 2, Round 3 and a stray vacancy round. No seats go back to the states after Round 2 |
| Freeze candidates | Accept the allotted seat and report physically at the college with original documents |
| Float candidates | Give online willingness to upgrade in the next round and do not report physically. Scanned documents still have to be uploaded on the MCC portal |
| Upgradation | Available up to Round 3 |
| Missed out in Round 1 | A registered candidate with no Round 1 seat takes part in Round 2 without registering again |
| Fee: AIQ, central universities, AIIMS, JIPMER, B.Sc Nursing | Non-refundable registration fee ₹1,000 for UR and EWS, ₹500 for SC, ST, OBC and PwD. Refundable security deposit ₹10,000 for UR and EWS, ₹5,000 for SC, ST, OBC and PwD |
| Fee: deemed universities | Non-refundable registration fee ₹5,000 for every candidate. Refundable security deposit ₹2,00,000 |
| Applying to both | Only the higher fee is paid, so a candidate choosing deemed and government seats together pays the deemed amounts of ₹5,000 and ₹2,00,000 |
| Deposit refund | Paid back only to the account the payment was made from |
| Security deposit forfeited | If a seat allotted in Round 2 or any later round is not joined, or if the admission is cancelled, for example because of wrong information given at registration |
| Round 3 | The allotted seat must be joined. Resignation is not allowed, and a candidate who does not join loses the deposit and cannot take part in later rounds |
For Round 2, the deposit is the rule to watch. A candidate who accepts a Round 2 seat and does not join by 18.09.2026 loses the security deposit, which was not the case in Round 1.
